  1. First leg entry: Domestic export to comprehensive bonded zones

Domestic exporters declare finished cosmetic products for export under the general trade method and enter them into the comprehensive bonded zone. After the goods complete the entry process, customs supervision treats the goods as having already departed overseas. Enterprises can apply for export tax rebates in accordance with regulations based on the corresponding export customs declaration, thereby accelerating capital turnover.


2. Bonded Warehousing and Compliance-Compliant Processing within the Zone

The goods are subject to bonded warehousing supervision within the comprehensive bonded zone. Leveraging the simple processing policy permitted by customs for bonded logistics, they undergo label rectification and packaging upgrades in accordance with the official access standards of Middle Eastern countries to comply with local customs clearance requirements.

In the label replacement process, uniformly replace and adapt the labels to comply with the standard Arabic language requirements of the Middle Eastern official regulatory system. Fully and standardizedly mark mandatory statutory information such as product ingredients, origin details, production batch numbers, shelf life, and importer registration data to avoid the risk of label non-compliance and detention at the destination port.

During the packaging rectification phase, compliant corrective measures such as replacing outer cartons, applying shrink-wrapped protective films, and assembling promotional kits can be completed based on Middle Eastern market sales demands and logistics standards. Additionally, compliant traceability labels—including Halal certification marks, standardized product barcodes, and official anti-counterfeit identifiers—are affixed as required to meet local market supervision and retail sales regulations.


3. Declaration for export to the Middle East from the comprehensive bonded zone

After the completion and acceptance of all labeling replacement and packaging rectification operations, the goods will be declared for export under the bonded supervision attribute through the outbound record-filing list and directly shipped to key Middle East destination ports such as Jebel Ali Port in Dubai and Dammam Port in Saudi Arabia.


4. Compliant Port of Destination Clearance

Upon arrival in the destination country in the Middle East, the goods will undergo customs clearance verification by local authorities with the newly compliant labels, supporting documentation, and corresponding certification materials completed during the comprehensive bonded zone reform, ensuring smooth and uninterrupted clearance.
